training programs to help promote informed and involved citizenship.
Communities that have implemented successful programs range
in size from Aberdeen (population 4,064) to Charlotte (population
625,469).

communities, this guide is intended to help you get your own
program up and running as smoothly as possible. Managers,
assistants, public information officers, and other key staff
members have shared sample agendas and activities as well
as the more specific details of what works and what doesn’t
