In an effort to begin implementation of the Strategic Plan, the 2003-04 NCCCMA Executive Committee restructured NCCCMA’s committees to reflect the four goals of the Association as outlined in the Strategic Plan.  Four Standing Committees have been established consistent with the plan’s goals.  Each standing committee will have one chair and two vice-chairs, who are selected by the President.  Also, each standing committee has at least three sub-committees to handle some of the specific responsibilities of the committee.  It is the responsibility of each standing committee to develop and prepare recommended “strategies” in pursuit of that committee’s primary goal.

v     Advocate for Excellence in Local Government Committee (AELG):  promote and defend council-manager plan; continue and expand civic education efforts; foster successful working relationships with elected officials; represent members’ concerns in the public policy arena as they relate to professional management; promote intergovernmental cooperation Subcommittees under AELG are Civic Education, Council/Manager Plan and Promote Intergovernmental Relations.

v     Build & Sustain and Active Membership Committee (BSAM):  actively recruit and retain members; provide personal and professional support and contact to members in transition or trouble; pursue diversity in local government management and the association.  Subcommittees under BSAM are Membership Support, Constitution, and Communications.

v     Provide/Promote Professional & Personal Development Committee (4PD):  provide high quality program content at conferences; encourage use of the ICMA group practices and voluntary credentialing; expand networking opportunities.  Subcommittees under 4PD are Program, Ethics Education, Professional Development and Vendor.

v     Strengthening Partnerships Committee (SP):  enhance the working relationships with the IOG, NCLM and NCACC; strengthen the association with ICMA; improve communication and collaboration with graduate programs; pursue partnerships with other associations of elected or appointed officials.  Subcommittees under SP are Retirement, Pursue Partnerships and Collaboration with MPA Programs.

Special note on the Budget and Finance Committee (B&F):  This is chaired by the 2nd Vice President and includes the chairs of the four standing committees.  This committee oversees the Association’s annual budget process, including preparing and presenting an annual budget; reviews the annual audit; reviews the service agreement between the League and NCCCMA; proposes any changes in dues structure; and other finance-related issues.
